Why can I only see new maps made by myself or friends? How do I access other maps to play and get ideas from? Thanks in advance for any help.

You need to change your privacy settings from the Xbox live dashboard, it's somewhere under settings, you have it set so it restricts any content that's not made by you or someone on your friends list.

From the FAQ a few posts up:
Q: I don't see any user-created content in Track Central!?!?
A: You might have set your user content privilege to friends only. This limits your search options considerably. Adjust your settings in the Xbox Dashboard.
