    I'm guessing this is going to be away a little from what your after but here goes...

    If you want the cloud to 'appear' on the ground for example, you could have the 10 clouds at 10%, rise up using the Object Position Event. After the 10th cloud rises to cover the other 9 clouds, the alpha will effectively be 100%. Maybe this will get rid of the choppy effect. However I have no idea what it would do for the complexity of the area. Also, I'd hate to see what would happen if you tried to throw a dynamic light source in the middle of it.
