It looks like a Wheatstone bridge circuit to me.
The link is graph theory (i.e. using nodes and edges to represent sets of connected objects). The tattoo is the first known example (from 1736) when Euler created that graph to represent a city (nodes = islands & edges = bridges).
For fun: Try to trace the tattoo with your finger and cross each edge exactly once (without lifting your finger or retracing).
