It's pretty self-evident that online multiplayer racing will require an XBLA Gold account (that's kind of the definition of the Gold Account, and is consistent across all network-enabled XBox games).
But can I get some official confirmation as to whether using Track Central will require Gold?
This won't impact me (as I already have Gold), but would definitely impact lots of people on these boards...
