Yes it moves up out of the ground. The cogs turn and it rises up.

Its IMO, to do with communication..this comes in all shapes n forms..from an era gone to a future unknown..obviously more in depth but im trying to think of the HD riddle..'asking questions,knowledge'. This wouldnt be able to happen without communicating..
