I think WIllys the winner, cos we are meant to assume the second rope burns differently. But when someone says "the ropes are the exact same", I expect them the ropes to burn the same. Oh well.

I also assume the ropes burn the exact same random way. This may be a riddle with more than one solution.Just depends on the facts, of which we don't fully know. At very least, you get a silver medal
