Optimum time for a given level

In another thread, ANBA said that 1000 points is the "optimum" run. How were these optimum runs/times determined for each level? Was it just the best time that the development team / testing team could achieve? I ask this, since it doesn't seem to be a computer-generated time (or at least that algorithm is not perfect), since people consistently get scores better than 1000.

Yep, the times are set by someone at RedLynx.

He also mentioned that sometimes the "optimum" times are way off, leading me to believe that there was no Battery Energy Drinks in the office those days.
