maybe HEETSAUCE could help you out. Youll need a dummy, attached to the rotation force, and the the wind and water attached to the other side. Depending on how you want it to work/look is the speed and water type you wanna use.

Heet's 40 Days... is probably the coolest rain effects I've seen. It's had to make cool rain or snow without killing the framrate though.
I'm not so great in the trials editor but I would suggest building a little camp fire and try dancing around in chanting strange noises.
