Snow was spotted in the teaser, it may not be scenery but since it doesn't usually snow inside maybe there are other things for outside environments, I can't imagine having snow and not having rain, and I would hope for clouds as well, but don't know about that, but if they are no clouds, I can always make some like I did in my tracks Fogged Up Night and Pure Trials

No outdoor environments. Outdoor would need completely new graphics technology to handle it correctly (and all new terrain editor tools for the level editor). DLC is "only" new content, it's not a new game completely. There are new building sets in the DLC that include a couple of different looking big wall/floor objects. It's easy to make different looking tracks by using these.

i played Fogged Up Night before i messed around with the editor myself and assumed you could select outside environments from the editor after playing it. that camp fire in the background is pretty convincing.

No. Empty room is not a good option anyway. It is very performance heavy as there are tens and hundreds of 'visible' background blocks on the screen (even if some of them might be hidden by the fog).
