You must have "show user created content" disabled from your Xbox settings. Microsoft considers replays also as user created content. Open up the Xbox settings from your dashboard, and you should find the option there. Changing this option to "allow" should fix this problem (it has fixed the problem for many others).

I had my Options on "only Friends".

Now i can see the replays from all users.
