can't you make some sort of database for user made tracks? like a leaderboard but top rated maps, then if you select the creator it shows their other creations?

So gutted i missed out on your friends list hopefully we as a community can find a workaround with 1 day friend slots where you have a list and add five people at a time they then have a day to dl tracks. Not the best idea but its something, i'm puzzled that you can't reshare tracks to other friends over live, why couldn't i get a track of yours from someone on your friends list - no editing but friend of a friend sharing. Anyway best of luck hopefully a solution can be found where everyone here gets to play your tracks.
