Have you installed the extra tracks? And if so have you completed them? Those might affect the achievement giving code.

If you have installed the extra tracks, you have to complete those as well to get the achievement...

Just a thought. Maybe removing the extra tracks and loading the game might work? It depends when/what the game checks regarding the requirements for this specific achievement.
