All XBLA games must have exactly 12 achievements worth 200 gamerscore. 3 new achievements total may be added in DLC content (worth 50 extra gamerscore). In Trials HD we are already utilizing all the available achievements. There is no possibility to add more.

It's a big brand game, so most likely they have got an exception to have more than 12. Not heard of any other XBLA game with more than 12. Btw does it grant more than 200 gamerscore too (200 is the standard XBLA limit)?
