I play DM primarily. My vote goes to FC.
    - Breaks lock insantly
    - Works really well with fast recovery
    - Counters BG
    - Can help you get a stun if you've figured out that your pursuer is in a blend group but dont know which one he is
    - Counters aerial kills to some extent
    - Helps you evade knife stuns if you're in a crowded area

My only gripe with it is that it doesnt counter knife stuns if there's no civilians around your pursuer. Time Phase is better in that regard. Time Phase can also help you secure grabs.

My experience is that FC is better for FFA, TP is better for team modes.

Time Phase is more reliable. Firecrackers worked fine in AC3 but for some reason they're practically useless in AC4. Maybe it's just lag screwing with me, but I never get them to work right when I need them the most. Everybody else is able to throw them a half second before I strike, making me kill a decoy, but the reverse doesn't work for me.

I was talking about Timephase mate not FC. You said, you can circle around and stun your pursuer using TP, but i'm not able to do it. Can u teach me how to?

Or they are too slow to turn the screen and so you can manage to pull it off. Same applies to TP if you watch Squirrel's video, that you can only kill your target if your camera is facing him.
Since FC are much weaker in this game and only blinds for 1/5 of a second it is harder. And as you said, it can never work out, an ability isn't absolute and depends on the player to counter it.

Firecrackers i far superior to TP. The fact that Firecrackers blinds, and also causes civilians to cower AS well as countering BG beats any of TP's unique features. I can kill through Time phase normally, especially if it is used by a vulnerable target, but when firecrackers has 2 points in range and 1 in duration it is very powerful and is pretty much a hard stun ability when used in a crowded area.

Also, as pyropilot stated, it generally seems TP is more useful in team based modes, as a FFA player this could cause me to be biased towards FC. TP is very useful in AA especially, however FC might still be more useful in MH.

I hate to say it. but you sir are clueless. Firecrackers is easily on of the best abilities in the game and has both offensive and defensive application. TP is not as good, but is still a solid ability. What do you use, Bodygaurd? xD

It seems nowadays people want an ability that guarantees a stun, they need to understand that life is not that easy xD Next thing you know people will be asking for homing sticky smoke bombs or Animus stuns.

I'm going to guess that you are trying to do it too quickly. TP will remove their lock on you, but not instantly. It takes 3 seconds before their lock is lost. Either be more patient or drop a FC in addition to the TP.

Im a big fan of timephase at the moment. works through walls, area of affect is huge, and once you understand how the mechanics work and how to take advantage of it its extremely powerful both offensively and defensively. I also just find it a lot of fun using in conjunction with both objects and AI on the map.

Time phase might be better against sub tier players, giving you bench kills etc, but against good players: Firecrackers>TP in FFA
    IMO

I think either ability can be used in such a way as to put even good players in a position where they are unable to counter them.

With firecrackers it's a matter of timing. I think I'm able to avoid FC stuns reasonably well WHEN I EXPEXT THEM. But almost any player will kill a civilian when you use them JUST as they're about to kill/stun you.

With TP, it's a matter of positioning and having the right crowd to hide in so that your prey can't possibly target you (and of course good players will walk away, but they will do it SLOWLY). TP will also prevent people from jumping off ledges which is something that even good players won't really be able to do anything about without shield.
