This will be the last challenge i need to get in the abilitied catagory. So far ive only gotten it once. Has anyone finished it and if yes can you please give tips? Ive crafted for 2 pounts in attracted civilians and one in range. Not sure if this is better or 2 range + 1 attraction?How/when should this be thrown for best chance? In moving blend group before running? Static? Neither? Any other tips for this? Have been trying in public manhunt since best chance of multiple pursuers.Thanks.
Craft it for maximum number of civilians to attract. This is more important than range or cooldown. What you want to try to do is to get your pursuer to "run" at you from some distance away (which tends to happen in all lobby's, frankly). When they are near (but not too close), throw the money at your feet and move a short distance away from your pursuer. Try to be in a moving or static blend group just before you do this, with several other, extra NPCs closeby. As the pursuer runs towards you, they will "fall and roll over" the ~10 civilians you've just attracted. At this point, quickly move to stun the player when they're recovering themselves from the floor. Timing is very important, and note that this procedure may not be 100% reliable if lag is present or if they're "bashing" nearby NPCs and they have the Hot Pursuit or Unstoppable perks. Also, if you are in a section of the map with little NPCs, this will also not work very well, if at all, since you need to attract as many civilians as possible. Sometimes, you can just throw/drop the money and quickly stun your pursuer (they don't need to fall over) if they're still working out if you are their target, i.e. they haven't pressed "X" on the Xbox controller.
I've got this challenge myself (in Wanted) using the above method(s). I also have "The Generous"; money is excellent at stopping the ubiquitous bodyguards... I agree with the Devs that money is a fun ability to use![]()
I did this one on Artifact Assault. You will find that if more than one pursuer falls over in the crowd your money bomb forms, both are counted towards the challenge. Manhunt may work fairly well, but AA is probably the one to go for - it's good for slowing up pursuers when carrying the artifact back to your base.

There is a common misconception with the Money Bomb challenge ie. you are not expected to block him, or make him stumble etc. and certainly not during a chase.
To easily complete the Money Bomb challenge of “blocking” a pursuer, play Domination. You will always find a pursuer guarding a territory with enough NPCs. Throw it at him from a distance (outside the zone – you don’t want him to start moving in a more frenzied manner when he realises his zone is being captured) and once he is surrounded by NPCs it will invariably count (doesn’t always register a success if he is motionless, and remains motionless, in a stationary group). Craft it to attract the most NPCs. You should get 3 or 4 per match.
