It seems at this moment that partys will only be four man (for the sake of simplicity just read + companion when you see this) strong. While this would theoretically limit large numbers of players strolling through the black zone annihilating everyone in sight, I do hope the developers will remember that gamers have a knack for working around balance lockouts a game design might rely on.
And lets not forget that this game is coming out for PC now. I doubt there's any way Massive can stop them from running Ventrilo or Teamspeak in the background.
For instance every console now supports cross game chat, so if I have seven groups each with one member in cross party chat then I now effectively have a group of 28 people working together. The bottom line is players will find a way. So instead of making this difficult for small groups (as opposed to a giant guild) I hope the game will allow for the combination of small groups into a larger band. The leader of the group would have to manage the others moving people around as necessary. Obviously cross chat could get insane with this so it would be important to only listen to one group at a time. For the most part a person will listen to their group, but the leader could join another party's chat to pass on orders or updates as necessary.
THis would allow for an amazing amount of tactical possibilities when it comes to the RVR (yes I know they can't call it that).
