Sorry if this has already been adresed(I couldn't find anything on it).I mean by Ubisoft. It seems interesting but also troublesome to me. I see it as hinting at an all out war at the end of the game possibly. I hope I'm wrong.

Nah it will be some economy mini-game like the trading in AC3. It will be harmless . (at least this is what I think).

An all out war would be awesome, us vs the English Navy or something.

I doubt it though because you never sent ships to your fleet you'd have no army, like Sushi said it's probably trading and stuff.
