Cell's makes Guilds!?!
I Think here is a hint on how Guilds are structured in The Division.

If you Think about it, every/most mmo gamer know this so it makes sence. When you are in a Guild, you usally find a few likeminded ppl that you game the most with.
I'm speculating right now, but I think that a group of cells makes a division (read guild).

"The Division" is the shortened name of the Strategic Homeland Division (SHD), which is made up of sleeper cells of agents. You play as one of these agents, and your "guild" is the cell that you're in. The Devs have suggested towards "Social Hubs", where people can interact/hang out, so maybe you can form your own "cell" there, however that is entirely speculation.

if all Guilds in the game would be cells in the division, there would be thousands of agents in NYC. and thats not likely.. a hundred or a few hundred, yes.. but not thousands of agents.
