..weapon case is now able to be found in the game, but the user will only be able to open the 'weapon case' if he purchased the key to open it.
Note that it shouldn't take this many people to make a weapon.. one person can fill more than one role. Note that no software engineering needs to take place. It's just artwork, some sound effects, and attribute numbers in a database. Since it's media content DLC and not a code patch, it doesn't have to go through MS/Sony certification. Since other users would be able to see the weapons you purchased, perhaps the best approach would be to have once every two weeks or once every month requirement for everyone to download the latest DLC free, but keys need to be purchased to open the cases and permanently use the items.
You can pre-order the game on Amazon for 60$, so it seems the game is "buy to play", but I don't know...

I would assume, since people are buying the game on consoles as well as PC, that the game will be single purchase instead of subscription based. I can't call to mind any console game that has been subscription based. I doubt any sort of extra purchases will be made with real money as the game is also on consoles, so any extra purchases would probably be along the lines of buying a DLC for an extra area of the map or something like that.
Don't take anything in the post as fact, I'm just speculating on what I think will happen.
And just in case anyone from the dev reads this, please don't put in any sort of time-restricted weapons. The one thing I hate more than fighting to get to a rare case and getting a terrible weapon is to get a weapon that I can only use for a week.

The Elder Scrolls Online has subscription which is why I posted another about this topic before this one was created. It's 15 bucks a month to play that game which is why I was worried about it becoming subscription based for this one.
