Call me strange, but I was planning on getting this for PS4 (to play with console friends), and PC (as it's my main FPS gaming platform for mouse+keyboard controls and long-time PC gaming friends).
In my opinion, forget XBoxOne. The lack of privacy by having a built-in Kinect camera and microphone in my home that very likely can be remotely activated by Microsoft, who is bound by the NSA's PRISM program to spy on innocent civilians, is more than enough for me to shun that system. Especially for a shooter like the Division - the last thing people need if/when another school shooting happens is for the government to determine that all gamers who play shooters should be investigated in their home without a warrant.
I'm disappointed by exclusive XBoxOne content, but if PS4 has other exclusive content for The Division, or preferably, PC has it available at a DLC cost, I have no problem with "exclusive" content being free on one system and a DLC cost on another. If it's truly exclusive, I'm disappointed in any game company that would favor one system over another for a specific title if it's being released on both of them. Fine, make me pay more for some DLC on the non-favored system, but for it to be completely exclusive.. bad mojo.
