So, I'm gonna assume that the reason the season pass costs $20 is because we aren't getting episodic DLC, or at least not on the same scale as AC3.
I'd say that there will be 2 SP Mission DLC (each costing $10), a small DLC pack containing all of the pre-order bonuses ($5), and a MP DLC pack ($5). This season pass gives you all of them for $10 less then it would be to buy them separately, just like AC3's season pass did: 3 TOKW episodes ($28 in total), Pre-order bonuses ($5), MP DLC ($5) = $30, Season Pass = $30
In case you're interested, the Season pass for AC3 is still being sold, at least for PC. So in reality, you can buy the season pass whenever you want, I'd assume.

Actually, to be honest, I'm not entirely sure of what the MP's direction is this year. It uses the same Animus logo as the AC3 MP does, but the background is a dark teal, and it seems ominous.
