They have stated in multiple interviews that the matchmaking system will put you in zones with "Like minded players". I expect it will put people with others of the same level, possibly keep track of whether you pvp a lot or not, and hopefully it'll have some sort of a reputation system where you can rate people you've run into and people who hunt low level players will find that due to their low reputation they won't be able to find their preferred targets.
They have also stated that PVP happens in the "Dark Zones" so theoretically you could just avoid those areas completely and not have to worry about that situation.
Based on the map seen in the police station, it looks like there are designated extraction zones, so you may not even have to use the flare to extract, thereby avoiding the PVP associated with extraction.

You know what's funny? People disappointed by dark zones being vacant are most likely the guys doing all the camping and the guys who want to avoid the dark zones are the guys who are most likely to complain about the lack of great equipment. Probably true. At the same time it's disappointing to have only one place filled with the premium gear. You'd think the chances were higher in one place than the other. It should be possible to get good gear in regular areas, but more exotic and unique items in the other area at a higher rate.
