The thing is, if you're 1200 ELO, you will only be put in a group with players of lower ELO. So if you drop your ELO intentionally, this is only a disadvantage for you (because you will be grouped with a(nother) high ELO player).



Anyway, basing it on ELO is fine. Good players with poor cards wil generallyl perform better than poor players with good cards.
