I've been randomly downloading Far Cry 3 user-created maps with the most votes from Bronze to Gold Tier since the game launch. I usually open them in the map editor so I can get a good overview of the map layout(s). After over two months of doing this, I can honestly say that I'm seeing a trend (just like with FC2) of quantity over quality.
I'm not trying to knock anyone's creative expression, but I'm just saying that I've seen many published maps on all tiers that I personally would consider unfinished if it was my design.
I've chosen not to participate in any of the map making contests thus far because I disagree with the restrictions that they impose. I feel like one vote is one vote, and I also don't agree that a map which doesn't support all modes can't still be considered a gold tier worthy map.
That being said, I've published six of my own maps to set the bar for what I feel like a Far Cry 3 map should consist of at minimum. I don't profess or aspire to be the best FC3 map maker in the world, but do feel like my designs are superior to or as good as everything I've personally seen published so far by the FC3 map community on any tier.
The titles of my maps are as follows:

3. INDUSTRIAL STRENGTH
4. JURASSKICKED PARK
5. STASH ISLAND
6. SURVIVAL MODE
Feel free to download them and add them to your favorites. I'm not sure if people can modify other people's designs (like in Far Cry 2), but i'd prefer if people didn't modify any of my work. If you're a true map maker, then just open my designs in the map editor, find inspiration wherever you may, and then just apply that inspiration to your own work(s). Be a creator, not an imitator.

I think one of the major flaws in the official FC3 maps is that they have tried to make each map work for each mode and thus all modes suffer.
The editor was stripped down to allow anyone to pick and build something and that isn't a bad thing by any means, In fact I have played some seriously funky maps I have had a lot of fun on them. Visually they're terrible, they're way too big, have no lighting, hardly any volume, insane design and no readability but I have still had fun.
I do I believe if you want to produce high quality professional MP maps then this community is not for you.

Yes I read it. Plus I'm sure you know more or less how gold maps are chosen..) a while ago...

The FC3 tier system don't mean a lot, but most of my maps in Silver don't have Firestorm, so that's not because of it.

As far as the user created maps are concerned, the only map that i've seen yet on any tier that I liked is a map called "Sujo" by a player named Darth Viper. I can't really rate the map from a gameplay standpoint because I didn't actually play a match on his map, but I looked it over in the map editor and I liked the look and feel of the map.
I wasn't impressed with any of the maps that were selected for gold tier. I feel like they've set the bar extremely low with the gold tier selections. I would think that a gold tier map should at the very least scratch the surface of what you can do with the map editor. Whoever made the decision to place those maps in gold tier should definitely take a look at my maps.
Beyond haters just giving maps bad ratings because of personal feelings, I feel like the biggest thing holding my maps back from the recognition that they deserve is the FC3 multi-player lobby system. If FC3 had an open lobby like FC2, I would've had hundreds, possibly thousands of plays/votes for my maps by now.
In any case, check my maps out and add them to your favorites if you like them.
