Perhaps I didn't look hard enough, but I can never get a Affirmative on getting Supplies when I request for them, and when do I unlock radar gear and radar warning gear, decoys etc. I'm on the 2nd Campaign.
There is something about recieving the supplies but much later in the game, and apparently you have to meet up with an allied sub, for the other gear ill use sh4 as a guide since they got the radars and stuff in late 1941-1942 i guess?

You are 100% correct it is much later in the game before you get resupply subs.
