probably because when they made it in the editor - you could get out of the water, but because the physics are different in the multiplayer. areas that before were passable - now no longer are.
It's really annoying, because it's a total hassle to make a change - save map - exit editor - goto multiplayer - upload map - start private match- change settings to minimum player = 1 - wait for 80 second countdown to finish - test map - note the changes you have to make - then exit game - exit multiplayer - load editor - load map - make changes - save map - exit editor - goto multiplayer - delete existing "online" map - upload new version - start private match - change settings - wait for the 80 second countdown to finish - then start match, and test changes.
and that is the only way to test ANY change in your map
This is even more annoying when you want to test something specific to a team - (for example i needed to test something on red spawn, because the team is assigned randomly. so you have to start the game, end the game, start the game, end the game - until you randomly get red spawn - then you only have one test - and each time you end and restart the match not only do you have the loading wait - you also have the countdown you can't skip to wait for)
So yea - i'm not suprised some people have simple gone "F#ck it - that'l do"

On the subject of water, please if you're adding it to your map, but you want players to be able to walk through it, actually test they can do this. I have played a lot of maps where my player will do some kind of steeple chase type animation ducking in and out of the water and swimming through puddles. If you're using the terrain tools with distortion you will have patches where it is too deep.
You need to test going through it from different angles and speeds because sometimes the swim will trigger, other times not. Generally it is best to keep your water either ALL walkable, or all swimmable, in specfic areas - unless you make it obvious there is a crossing that is shallow.
