I tried it and didn't help.
I verified the DLL's, copied all the *.DLL's fom the DVD bin directory and had to reinstall patch 1.03 => DX11 + SLI keeps crashing after each finished round.
Maybe a combination Windows 8 + SLI + DX11???
Basicly W8 is W7 with an extra layer on top. Doesn't add extra strange things.
Can't start the game It won't load past splash screen. Ive tried everything you suggested in OP and havent played since day one. (Uplay not steam)

currently installed to another drive (wont fit on my boot ssd)

Things I have tried:
reinstalled Uplay (at least 3 times)
reinstalled game (probably 6 times)
reinstalled all the .net directx etc. ( at least twice)
launched in safe mode
started the computer without other programs through msconfig

To be honest, the only thing I didnt tryed is the reinstalation of GPU drivers after clearing all records with CCleaner. We can conclude that the problem really is Ubisoft.
