Yeah I'm finding it far too easy too, haven't used a single syringe yet, 2 bars health is plenty. The guns need a buff IMO. Make them more powerful from distance and deal more damage. Then I would be able to take 2/3 bullets before having to get into cover instead of been able to sponge 5 or so bullets like I currently can. It would work both ways aswell as my rifles feel underpowered from distance.
