I'm no expert but I had the same problem and managed to fix it!

I'm no expert when it comes to this, but I was ****ing around with a few audio settings and finally got the voices to work.
I'll just give you the list of things I can remember doing.

    1. Go to Control Panel > Hardware and Sound > Sound > Recording (Tab) > Right-Click (Stereo Mix) > Enable.
    2. I'm playing it through the new Steam Big Screen
    3. Go to Control Oanel > Hardware and Sound > Sound > Playback > Right click any of the audio outputs > Show disabled Devices > Enable any that are turned off.
    4. If your using speakers and or headphones make sure the correct output is selected as default. (Use 1 and 2 for directions to the proper Hardware and Sound Menu.
    5. If using headphones like I am. I set them to Quadraphonic instead of Stereo from the Sound menu by right clicking on them and selecting (Configure).

I really hope this can help some of you fix this issue. As I apologize on behalf of all the (more than capable) people available, leaving us to suffer.

I've done everything with the control panel regarding the sound configurations and what not, still doesn't work. I then edited the Gamerprofile.xml from IncomingVoiceEnables="1" to "one" and that didn't work so i reset it back to "1". After those fixes I still can't hear the dialogue. I can hear everything else except the audio. I'm so confused on what is going on here, nothing seems to be working and playing this game without the dialogue is practically pointless. Does anyone have an updated method on how to fix this issue?

i have the exact same problem as you mate and im running the same setup XP sp3 dx9 i just cant play it at all as i cant stand hearing the dialogue delayed and stuttering it like some kind of hang over and make me feel sick, hope they give me a refund as its not playable like this, or a patch to fix it so i can play it.

Only fix i found for this is to set your speakers or headphones to stereo and format to 16 bit 48hkz. This pisses me off because i have an expensive 5.1 headset that i have to purposely gimp just so i can hear the game. I had a similar problem when skyrim came out where if i had my sound higher than 16 bit 48khz the game would just crash, but that was fixed after like the second patch.

    Worked For Me

I was having problem still after trying everything mentioned in this post.

My sound started working after I went to "sound" in the control panel and disabled every item by right clicking and going to disable, except for the one item that represented the speakers I am using. The end outcome is that there is only one enabled item in the "sound" window.

Please note that I also restarted my computer and I completed both of these changes, restarting and disabling everything, before attempting to access the game again so I don't know which one fixed the problem.

Hopefully someone else will find this useful, it's very frustrating when you get a new game and you can't enjoy it.

My problem got fixed by doing just that, change to 2.1 speakers. Very sad when you have a 5.1 system
