This game's lead platforms are of course the consoles, and hence the majority of the engine and effects will be optimized for the DX9 platform. I would think the extra effects on the PC will be very limited and hardly stretch either the DX10/11 API giving perhaps a total of -10 fps compared to DX9, as long as driver support and SLi profiles are available at launch. Could be massively wrong of course, but thats how every multiplatform console lead game has been thus far....
And please understand, most big publishers will over estimate the specs to ensure their game runs well and prevents 'bad optimization' flame wars in the forums. But man the RAM usage is such ********, I am yet to find a game from this year that uses more than 2GB of Ram when running in DX11 under Win7 x64.
