Does Assassin's Creed 3: Liberation use Anvil Next as an engine?

Does Assassin's Creed 3: Liberation use Anvil Next as an engine?
Because I heared Ubisoft said that in an interview
and if so then would AC3:L have dynamic weather:
Winds, Rain( not only in missions)?

Liberation uses the same engine as Assassin's Creed III, which is the AnvilNext game engine.

    Yeah.
AC:L uses AnvilNext, which is just the Anvil engine modified which in turn is the Scimitar engine.
