I encountered problems when I tried accessing your IJN article; I remember reading it way back when and I wanted to see if I could have something good to read. The site hosting it ended up connecting me to its home page. Probably a broken link, right? Anyway, I figured that you would have liked to know.

I get a redirect when clicking the link and no pdf file to be found.
