Ubisoft have zero control over when Sony update the PSN.
If you were unaware of the day which Sony update the PSN - to add in new content, I'm sorry to have to pass on the bad news.
The PSN updates on different days in different regions, so while it may not always line up with the expected release dates, there is nothing that Ubisoft can do to alter that - the DLC was released in some regions on the 24th [as expected]
if Sony have delayed the launch, which I am checking on, then I'm sorry but like I said, there is nothing anyone can do - apart from wait.

PSN US- Wednesdays.
PSN UK- Thursdays.
It's not out of the ordinary. The character pack was released on a thursday too, it just takes time to be processed.
Release dates from Ubi, just let everyone know that from that date the DLC will start appearing in stores. Sony is it's own company and has it's own system- which is updating on a Thursday.
