    True. But words are spelled and sometimes used differently in the UK and the US, meaning that manuals, in-game text messages, and other written material and packaging all have to be changed to conform to the region where the game is to be sold. Further, licensing, terms and conditions and other legal instruments that are packaged and distributed with the game need to be changed to reflect local requirements.

    Different cultures, different outlooks, et al.

    Crash Bandicoot didn't make it big in Japan until the developers wiped that leering grin off his face.

    Then, the game really took off.

    The publisher decides who gets the game and when. Mothing more, nothing less.
    Most publishers decide to get the game out on the American market as soon as possible because it is the biggest market (quick money). Europe is big too, but it is usually localized in more languages (English, French, Spanish etc) which takes time to prepare. In the meantime while the game is localized for Europe they make money by selling it in the American market.
    Some plan a little more ahead than others and do a universal release, but they are the minorities.
    Codemasters are among the few that release a game in the US last. OFP was released in Europe June 21st '01. It was released in the US around September 10th or something. A few updates and addon were added in the meantime. Funny enough the 3 new units that were brand new in the US-release were all American: Apache, Chinook, Humvee.
