They also have to reigonalise the game for every area it's going to. Translating the manual to the local language, make sure it instals on the version of windows used in that area (UK version vrs American version) etc.

I don't understand what you mean, that's what they do. It's handeled by the local distributor's most likely though so they have to wait till the game gets to them. Or do you mean it should be done in house? That wouldn't be practicle, would you expect to have people in your company that know every language your product is going to ship to?

Oh well, I don't actualy know the process I'm just guessing so I can't really debate this.
