The arrester hook is not allocated in the default configuration of PF.

Where a key stroke is listed as "user defined" you can assign any key/key combination you like to the function (most pre-defined functions can also be re-assigned based on your preference).

I assigned the 'H' key to the arrestor hook - seemed appropriate and nothing clashed.

You may also need to assign a key for 'toggle chocks' (can't recall exact name of function). When starting on a Carrier your plane is fixed in position until the 'Chocks' are removed (toggled off) - this lets you get up to max power for the short take off run.
