You don't necessarily have to go out and buy a top of the line video card to get SHIV to play well. And DDR2 memory is very cheap at the moment. I just bought 4 gigs of Corsair XMS2 DDR2 800 memory for less than $100 US money. That is dirt cheap.
If you'd like some help picking out a video card, just let me know.
