I was once driving throught the jungle in a humvee. I drove off a cliff (what? I was going so fast). I landed in the ocean. A boat full of mercs came. They started shooting at me. I took out my M4. *Click, *Click...nothing. I took out my pistol *click, *click...nothing. I had full ammo for the guns! I took out the machete. *Swing, *swing...It hits the boat and nothing happens. Than, the mercs shoot at me and I die. Is sucks that you cant use guns underwater.Does anyone else hate it?<form action="http://forums.ubi.com/eve/forums" method="POST" name="VOTE">

to be honest, considering the amount of weapons and equipment jack has, i'd expect him to sink like a stone :P.
What I would like is the ability to get up onto the deck of a boat from water though, get up there and hack up the grew with machete.<div class="ev_tpc_signature">

Sure it's a dumb thing to do, not so much because most games don't allow shooting underwater but rather because that method of gameplay is either an attempt at insane run and gun tactics or your having paniced and fled, winding up worse off.
Even if the game DID allow you to shoot under water, in that particular situation you would still be at a major disadvantage. Water tends to slow down projectiles somewhat and your projectiles would be facing that resistance as soon as they leave the barrel.
The P Boat gunner's projectiles, fired from a more powerfull weapon mind you, would only face that resistence once they enter the water, losing much less speed and impact energy than yours.
Sounds to me like you need to rethink your strategy and more carefully plan your tactics as you go. That being said it IS possible to play the game fairly fast even no scratch by combining stealth and cover with well timed and aimed assault attacks.
