The names.cfg is located in C:\Program Files\Ubisoft\Silent Hunter Wolves of the Pacific\Data\Roster\names.cfg
Here is what may have happened. You had a MOD that had the “target” ships in it. When you disabled that MOD some of the files stayed in the game. How they got into TMO is academic. You then decided to do a fresh install and uninstalled SH4. What you may have failed to is check to make sure the SH4 folder was gone. The uninstall program only removes files from it’s internal list. Files that are not on the “list” are not removed by the program. You need to check the Ubisoft folder to make sure it is empty before you re-install.
For example, let’s say you added a folder to Sea named “New Ship” and didn’t remove it before you uninstalled. When the uninstall program looked at the “New Ship” folder it wasn’t on the remove list so it wasn’t removed. If you looked at the Ubisoft folder you would have found that SH4 was still there and when you opened it you would see Data then Sea then just the “New Ship” folder. You would need to manually remove it or it would be there when you re-installed.
If it were me I would:
Disable all my MODs and move the MODs folder to a safe place along with the JSGME setup.
Run the uninstall program
Check the Ubisoft folder to make sure everything was gone, including the Silent Hunter Wolves of the Pacific folder.
Re-install Silent Hunter Wolves of the Pacific
Download fresh versions of TMO and RSRDC
Enable the MODs you want and start a new career as your saved games will in all likelihood cause a CTD if you try to load them.

I had trouble with just getting any of Web's "fixes" to work proper , and Dave is right, seems like some kind of "conflict".
I can with little reservation that there is no such thing as a data/roster/env/sea/targets*.* in TMO 1.7, or any version prior to that.Also found them in TMO1.7 data/roster/env/sea as targets1&2
For that matter, i do not recall any data/sea/*.Target.* path in TMO either. I never made any such unit that i would have labled as "target". I tend to follow certain naming conventions for easy identification later. This just doesnt ring any bells and is way out of character to what i normally do when modding.

This is from the RSRDC Upgrade Readme that you can find in the "Support" directory
(Revised “ALL” the photo recon missions. Using a “stealth” ship target, the user will now have to take a periscope photo of the target area. The “stealth” ship target is located under the “photo” icon on the nav display. If you have “map contacts” turned on you will see a “green” ship contact under the icon.

Thanks for all your time trying to help anyway Dave. I appreciate the time you always take with others and no one can keep up with every mod patch or update.
Seems few even knew about it, including most modders. So few photo missions in RSRD, just not something you see. In fact, I've been playing RSRD for months and this is the first one I've seen, but I seldom live past 44.
I'm not sure what support directory it's in. I looked in the 2b patch and didn't see it, but maybe just wore out from working all night.

Every problem teaches me something new about the structure of the game. I had a good time searching.
The two targets are in with the icebergs, Sampans and Fishing boats in the main MOD.
\RSRDC_TMOv163_V410\Data\Roster\Environmental\Sea
The Photo Recons added by RSRDC are not identified as such, The one you were on was SpeOps_Tarawa_Recon and once I looked at the mission.tsr I realized what lurker had done.
I'm just glad everything is OK.

If you get time maybe you can figure this one out for me. I like the gramophone and used the stock one in optional mods. However if I do that, it messes up the radio. Instead of getting the radio, I get a piece of the map that doesn't drag.
It's been a long time, but I had the same problem with the hud mod before it was part of TMO. Seems like if I ran the hud mod after the gram stock it would mess up, other way, gram wouldn't work.
I only tried it once with TMO1.7, but when I tried the stock gram, it still messed up my radio. I didn't play with it long and will try again my next career. Seems I figured it out last time....just old and love the music. Seems I spend more time listening to the radio and music than I do playing.
