I bought SH3 when it first came out and played for about a year and a half. Now with a new rig, I do not want starforce on it so I'm thinking about getting SH4 (no starforce, so I've heard). Are the improvements that much better over SH3 to make the purchase? And is the MP as good as it was in SH3?

For the price, yes. The game looks great, and has alot of interesting features like spec ops missions, radio broadcasts etc.
Some prefer SH3 with GWX, some prefer SH4, buy it, you wont be dissapointed.

SH4 certainly has better graphics, and more career variety... but don't count SH3 done... there is still life in the old girl yet, in fact over on Subsim.com the SH3 forums there are more busy than the SH4 ones I think that has to tell you something. 
I dabble with SH4 its a beautiful looking game, Im not a staunch player by any stretch, there are still too many bugs which patch 3 overlooks IMO. But that is just me. SH3 was the same in its early day... Anyway... I definately don't mind the odd game on SH4 free time permitting.
I think in a years time SH4 will probably be the customised and modded juggernaut that SH3 is currently. It has potential.

It's a matter of what you like. For me SH4 beats SH3 simply because I get lucky once in awhile and get to sink some major warship tonnage. In SH3 it was pretty much merchants and escorts. IMHO

I've always been partial to the Pacific, still play SH1 once in a great while. SHIV is getting better all the time, especially with such great mods such as TM 1.6.
I've played SHIII quite a bit before SHIV came out, but have not touched it since SHIV appeared on the computer. Like I said, I'm partial to the Pacific.

Agreed, Atlantic Sharks is an exciting prospect for someone who wants the Atlantic but with the graphics of SH4.
Sh3 is primarily about attacking commerce shipping. Which is very realistic and true to life.

Yep, The Atlantic and Uboats would be my thing, but it really needs wolfpacks for a game like that to shine.

Thanks for the replys everyone. Looks like I'll be getting SH4 asap. Funny, I've been playing other types of games, Rome TW, GC2 Dread Lords, Stars Wars EAW and others but nothing is like the thrill of the hunt that you find in the Silent Hunter Series. And nothing is as nerve racking as being hunted by 2 destroyers. Can hardly wait to get back in the water again.
