So, basically (let's see if I get that right...) the highways are inter-county roads with speed-limits above those within towns.
Interstates are highways that cross one or more inter-state borders.
Freeways are multi-lane roads with generally higher speeds than on highways - usually found in metropolitan areas.
Don't forget parkways...you drive on a parkway and park on a driveway!

    I can understand the frustration.
I've always found it a waste of breath to argue with police and sometimes it can only add to their frustration with you.

I've actual been let off with warnings only twice but it was in situations where i pulled over right away and made no excuses for my actions.
One such scenario was when there were no lines on the road because of fresh pavement. The infraction would've been for cutting over the line, which wasn't there. I don't think anything more than a warning could be issued in that circumstance.

I've also been ticketed for an illegal left turn where i made a legal left turn. It was strange to be pulled over at night by a motorcycle officer, which is more of a sign that the officer was playing catch up to get his quota up seeing as most motorcycle officers only ride in the day.
I made no stink about being pulled over, and only said that i would contest it in court where when the day came he didn't show.
I don't think the Police have quotas. I think the departments do track the number of citations per officer where an officer average can be calculated.
If the average is 70 tickets per week per officer, then it sort of motivates the officer to write tickets in order to keep with the average. Technically, its not a quota, but if your the officer that routinely averages 40 tickets a week, your superiors might ask you what you've been doing with your time.

I also don't have the cleanest driving record. Last i pulled it up it said something like this:

**/**/2002 driving with out possession of a license
**/**/2004 failure to stop at a stop sign
    **/**/2005 FUBAR
    FUBAR
    FUBAR

People with perfect driving records probably have a harding time accepting a hit, but its actually worth it to contest in court or just go through driving school to have it removed.

I got pulled over on 280 by San Bruno in 1991, and I was going well over 100 mph in my 86 Mustang GT. I just broke up with my girlfriend at the time, and I was letting off some steam. I was passing everybody making it look they was on blocks, and I blew past a CHP officer who was ticketing someone else on the side of the road. I slowed down to 55, and waited. Sure enough, I saw the car way back, but it was sort of hiding behind a Semi and would every so often weave to the left to keep an eye on me. I was in the #1 lane when the car pulled me over. Instead of pulling over to the right side of the freeway, I pulled over to the median which is really wide in that area of 280. The officer walked up and scolded me for pulling over on the left side instead of the right like I was supposed to do. I told her that I was thinking of her safety, given that she was protected on this side, and that there had been a couple of CHP officers struck by vehicles recently while ticketing someone. She did sort of loosen up and said, well, you're still supposed to pull over on the right side. She said that she didn't know exactly how fast I was going, but she judged me going at least 100 when I passed by her when she was standing on the side of the road. She ended up ticketing me for 70+.

    Whew!

I don't make a habit of speeding. If traffic is going a certain speed, I'll stay with that speed so as not to cause a hazard on the road.

But if it's open, I generally stay pretty close to the limit. Not because I want to, but because I know that big brother is just waiting for an opportunity to reach into my wallet. </div></BLOCKQUOTE>

I actually don't either anymore buddy. I once did and was quite good at it.

The game is more and more rigged in the police's favor. IMO it's just not worth it anymore.

Now I use a detector just as general protection when I go over the speed limit a bit and a cop is waiting and hiding out in a speed reduced area to fill his quota . </div></BLOCKQUOTE>

The game has gotten a lot tougher for sure. I run across looooong stretches of empty highway in Texas so I sometimes like to open it up. Not always a good thing as this Instant-On "kill" shows. I detected him but only after it was too late. You have no chance against instant-on. A good traffic attorney cut the bill in half for me. It's just really not worth it.

Should have got them on a technicality for listing me as non-hispanic! I clearly have a hispanic last name.

High-tech redneck. They really are quite fair about it though.

    I'm not so sure Panzer.

One day we were taking a rental to-from Berkeley, and when passing a truck we were pulled over and ticketed about $500 for speeding.

It didn't help that the spedometer on the rental Mercedes was some weird cursor which covered the number it was indicating, and not a needle as in most cars, and that it was also a fast-looking car (sure to be a sign of trouble to the cop).

Because it was out-of-county, and a long ways away at that, we had to simply pay the ticket.

I'd really like to see the police divorced from traffic enforcement. There should be a separate entity that handles it.

I agree with GTA. (Is this a first ).

Traffic Cops in Britain alienate so many of the law abiding public. They should be given half pay. That would immediately provide revenue.

And have to wear a Pink Uniform to differentiate them from the rest of the Police.

And drive a Clown Car that the doors fall off when it stops and runs on wobbly wheels.

    Best Regards,
    MB_Avro.
