Kids, no, people overreact too much. Overreaction leads to panic, panic leads to stupidity, and stupidity, well, it's a Pandemic now-a-days. We wouldn't want the Pandemic to spread even more than it has, because its contagious you know, so kids is out of the question. Dogs and cats, yes, that's fine, because as long as they aren't being eaten, PETA won't jump on it. The only people are animal rights activists, and you can just assassinate them, high profile, in front of a guard, no one really cares As long as there are some annoying ones, and you can kick them, it'll be fine.

If animals and children were included, I bet money eventually somebody would roll up (troll up?) complaining they tried to harm them and nothing happened, and go onto to complain about realism - Thus opening up a whole new barrage of arguments and padlocks
