That frame gives structural support to the barrel. They propably had a vibration problem caused by that high rate of fire which they solved that way.
The turrets are to be placed all around a camp, enabling the system to shoot down everything that flies towards it.
Its the same concept that is used on warships to shoot down anti-ship missiles.
Israel uses a similar system known as Iron Dome and the USA also has one but i dont know what its name is or wether its already in service.

Which method of LASIK did you recieve ?
- The old one, where *shivers while even thinking about that* , they cut into your Cornea and flap it to the side before they can start lasering the iris and lens underneath ....
or
- The new one where they dont need to do that anymore as the new laser beams are able to pass through the Cornea without harming it.
