It's a luck thing. You might stumble into one but a this late stage of the war, but don't hold your breath.
You can commit suicide by trying to raid Loch Ewe or even sit off the mouth of it waiting but even this is no guarantee.
The most reliable ( but not guaranteed) place I have found them is back in the Med in '42.
I have found some careers are like this, one will find all the big stuff, the next, nothing much.
Yesterday I did meet a battle group for the first time, I have been playing a year now.
I was some hours of slow steaming outside Gibraltar in the summer 1941, when I did meet this group containg the battleships Rodney and King George V and 4-5 destroyers. They were running in a colonn formation with course to Gibraltar. I was first at periscope depth, when I did hear then on the hydrophone. They were too far off, so I did not have any chance for a torpedo shot.

Only once have I ever bumped into a Task Force without the use of the Spy Sat mod, and I managed to sink 1 battleship, can't remember which one though. Other than that not much in the way of torpedo action against capital ships.
