Okay, I'm probably late but has anyone else found this? It's from the river. You swim under an archway in the side of the rock of Tiber Island and interact to enter the hideout.

Around Tiber Island there are archways in the natural terrain, swim through one to find an interaction pop up.

Damn, there are four!
