I believe Czar Nicholas Romanov II of Russia was Kaiser Wilhelm's cousin.

Wilhelm liked him very much and called him "Nikki"

They were not very happy when the alliances of ww1 forced them to declare war on each other.

You may notice that they exchanged their uniforms and headwear for that photo
