I remember one of my first patrols in this game. I was unaware of the belligerent\friendly\neutral distinctions in this game and was merrily working away blasting every Norwegian cargo and fishing vessel in sight. I was thinking what a haul, until I got my patrol report

5k loss for sending a neutral ship to the botte, that can't be right because I have sunk any number of neutral ships. I'm an equal opertunity captain if it floats I sink it, though that might explain why it is august 1940 and american ports are hostile to me.

If you sink a neutral they become hostile for a period of 24hours.
I wonder how the ronown is counted afterwards.
In theory if you managed to sink enough of them ( something like 4 battleships) in 24 hour span then you might undo your negative points.
