Most of maps have a well already built at startup. The first click you make, should be to start collecting water in the central warehouse (the one you can not tear down). This way you will start collecting reserves of precious water. If you do not collect water in central warehouse, then you create no reserves and water gets collected only on demand by piggeries, breweries, shepperds and stables. On demand collection is very slow. No wonder you lack water if you do not stockpile it.

Building additional wells will only speed up the process of stockpiling the water. Building piggeries, stables and shepperds in the castle sector, pretty near central warehouse is also good idea. It speeds up the production of animals. For shepperds you can always find a fertile spot, even on at-first-look-non-fertile castle sectors (examples: maps Blazing Heat and Badland Ridge).

if anyone doesnt have the answer

I tried placing a new storehouse and well together among my piggeries who were screaming no water and as soon as the storehouse had finished the carriers started collecting water. in short, don't get them overworked.
