SH4 doesnt work in DX10, only DX9. There are only a handful of DX10 games that have been released.
I have a 2.4 Dual Core too, havent had a problem, and a DX10 compatible video card. Have you the most up-to-date drivers for the game installed?? Maybe you have some setting that is trying to force SH4 to run in DX10 when it isnt designed for it??

You have to download the drivers for 9.0c aswell.
I was advised this after C&C did't work with my vista 64.
Also make sure the game is running with all patches installed.
When you download and install Dx 9.0c it will still say and use Dx10 where it can.

andy3536 has it right.
I to have vista home pre 34?
I have some problems. Nothing to write home about. SP1 for Vista is on the way.
Some mods play good with vista, some don't.
It depends on what is in the the machine.
Don't let D-10 get in the way.
A good video card and memory and lots of power is all you may need.

Not knowing whether you have the SHIV DVD disk or you have the download version, this suggestion might not help. If you have the SHIV installation disk, there is a version of DX 9.0c on the installation disk. Install that version, it will not hurt the DX10 version on vista whatsoever. This is what I had to do, and I'm using Vista Ultimate (32-bit).
