Why has Ubisoft not given Anno owners an 'upgrade to History Edition' offer?

Owners of the original versions of Anno will not bother to make a full price purchase of the History Edition because this creates two of the same product in their account with only cosmetic advantages (let's be honest with ourselves here).
A clever and most likely popular move would be to offer an 'upgrade to History Edition' option for these users which would cost less than the full price of the History edition and effectively replace the original version in their account with the History Edition.
From a marketing, a logical and a fan perspective this seems like an obvious move for no loss to Ubisoft at all.
Whereas there is no appeal to pay full price for something you already have (this would seem almost an insult to the existing owners of the original product) there is a strong appeal to pay a discounted amount to upgrade a product. Not only does it acknowledge brand loyalty of the customer, it would be generate extra revenue for Ubisoft where otherwise it will be most definitely missing the opportunity.
How easy is it to replace a product in a customer's account??
